MeRLIN allows you to add stakeholders as you define an RFQ. The following are the roles defined . The buyers can assign a designated Committee of Technical and Commercial Evaluators, define relevant evaluation parameters, and allocate parameter weights within the RFQ process.

- Early Opener: The User mapped to the Role of the Early Opener can open the RFQ before the Response Due Date. Suppliers will no longer be allowed to respond to RFQs.
- Sealed Bid Opener: The User mapped to the Role of Sealed Bid Opener can open the sealed bids after the response due date.
- Minimum Response Override: This role can override the Minimum Response provided in the RFQ and open it for sourcing even if the minimum response is not reached.
- Technical Evaluators: The Users mapped to the Role of Technical Evaluators can perform the Technical Evaluation and further Submit for Commercial Evaluation.
- Commercial Evaluators: The Users mapped to the role of the Commercial Evaluators can perform the Commercial Evaluation and finally award an RFQ. Also, Commercial Evaluators can send back the responses to the Technical evaluators if they are not satisfied with the evaluation performed by the Technical Evaluators, requesting them to perform a revaluation.
- Chief Technical Evaluator: Only one chief Technical Evaluator can be mapped. He can see all the evaluations submitted by the technical evaluator and finalizes the technical evaluation.
- Chief Commercial Evaluator: Only one chief Commercial Evaluator can be mapped. He can see all the evaluations submitted by all the evaluators and finalizes the evaluation and proceeds to awarding.
Click on the Add New button to create New Evaluator. Select the Stakeholder Type and then the associated users. Click on the Save button to continue with the RFQ.

Assign weightage to each stakeholder, ensuring the total equals 100. Click Save to confirm. The list of stakeholders and the assigned weights will be displayed as shown below. Click “Continue ” to add the evaluation parameters

Even after publishing the RFQ, all the stakeholders can be changed anytime before the corresponding activity/evaluation commences.
